Embora não se trate de uma comparação strictu sensu entre os sistemas de proteção social brasileiro e italiano, a abordagem adotada neste artigo salienta semelhanças e diferenças entre os dois países no que concerne ao enfrentamento da crise do Welfare State e destaca, sobretudo, as perspectivas do debate atual sobre o tema. São discutidas as tipologias mais conhecidas de Welfare State e é destacado que Brasil e Itália têm o mesmo modelo de proteção social. A seguir, apontam-se variações importantes quanto aos argumentos e propostas que se encontram em pauta nos dois países. Inclusão e representatividade do sistema político são tomadas como variáveis explicativas para analisar os principais obstáculos que se antepõem a uma transformação mais profunda dos mecanismos institucionais de política social no Brasil. O artigo trabalha com a literatura especializada, produzida recentemente na Itália, procurando mostrar que as críticas que se fazem ao Sistema Sanitário Nacional e à Seguridade Social não estão muito distantes daquelas usuais no Brasil. Ressalta, porém, a diversidade existente em termos de perspectivas, especialmente no que diz respeito ao peso da concepção de cidadania, o que lá, ao contrário do que ocorre no Brasil, torna mais profícuas as controvérsias em torno de questões como universalização, seletividade e privatização. Conclui sugerindo que, entre a radicalidade do mercado e o poder do Estado, se delineam estratégias inovadoras, que podem ajudar a solucionar pelo menos alguns dos problemas contemporâneos de justiça social.
Although no comparison is drawn strictu sensu between the Brazilian and Italian social protection systems, the article underlines the similarities and differ-ences between these two nations as far as their handling of the crisis of the Welfare State and, especially, as far as the perspectives that have been opened up in current discussion of this topic. The most well-known types of Welfare States are first discussed, and it is seen that Brazil and Italy display the same social protection model. Important differences in the arguments and proposals now on the agendas of both nations are then identified. Inclusiveness and the representativity of the political system are taken as explicative variables in an analysis of the main roadblocks to a deeper transformation of the institutional mechanisms of social pulic_y iu Brazil. The specialized literature recently produced in Italy is used to show that criticisms of the National Sanitation and Social Security System raised of iate in that nation are not very far removed from those most often heard in Brazil. Dissimilarities in perspectives are underscored, however, particularly as regards the weight of the concept of citizenship. Because of the weight of this concept in Italy, more is to be gained there than in Brazil from the controversies surrounding questions such as universalization, selectivity, and privatization. In conclusion, it is suggested that between the radicainess of the market and the power of the State lie innovative strategies that may aid in solving at least some of the contemporary problems of social justice.
Sírictu sensu, cet article ne constitue pas une comparaison entre les systèmes brésilien et italien de protection sociale. Mais par la façon dont il aborde la question, il met en relief les similitudeset lcsdifférences existantes entre cesdeux payspour ce qui est du traitement donné à la crise du Welfare State et, principalement, des perspectives q^ouvrent les débats actuels sur ce thème. L'auteur étudie les typologies les plusconnuesde Welfare State,au sein desquelles Ie Brési! et 1'Itaiie figurent comme ayant le même modele de protection sociale. Elle souligne ensuite des variations importantes en ce qui concerne les arguments et les propositions qui font Tobjet dediscussiondanslesdeuxpaysenquestion. Elieutilisedeux variables explicatives - celles d'Ínclusion et de représentativité du systéme poiitique - pour analyser les principaux obstacles à la transfonnation profonde des mécanismes institutionnels de Ia poiitique sociale brcsilienne. Elle utilise la littérature spécialisée récemment produite en Italie et s'efforce de montrer que les critiques faites au Système Sanitaire National et à la Sécurité Sociale ne sont pas três éloignéesde celles qu'on entend habituellement au Brésil. Elle souligne cependant les différences de perspectives séparant cesdeux systèmes, tout particulièrement pour ce qui est du poids que chacun attribue à ia conception de citoyenneté. Car en Italie, contrairement a ce qui se passe au Brésil, les controverses touchant à certames questions telles que Tuniversaiisation, la sélec-tivité et la privalisation en sont rendues d'autant plus fécondes. En conclusion, 1'auteur avance que'entre le caractère radical du marché et le pouvoir de TEtat, apparaissent des strategies innovatrices qui peuvent contribuer à la solution d'au moins queiques uns des problèmes contemporains de justice sociale
